Mission Statement The objects and purposes of the Friends of the Upper Tampa Bay Regional Library Chapter ("UTBL Chapter") shall be to promote the establishment and enhancement of a Library for the people of the UTBL area and surrounding communities. The Friends will foster closer relations between the public libraries and citizens in the surrounding areas; to promote knowledge of the functions, resources, services and needs of the libraries; to lead in the development of programs for the extension and improvement of library services and resources; and to foster public support for the necessary development of the future Upper Tampa Bay Regional Library to the end that it may adequately service the needs of library patrons; and to cooperate in the operation and function of library facilities.
